The National Union of Civil Servants (SNFP) will sue the state institutions for the discriminatory manner in which the 25% pay rise has been applied, as a result of the transfer of contributions from the employer to the employee.
“The problems are related to the discriminatory attitude of the Romanian Government when it covered, in line with the Ordinance 90/2017, the amounts related to the contributions and said that these sums related to the contributions, which are transferred from the employer to the employee, were considered in the salary increases of public servants in 2018. From our point of view, as long as not everyone has benefited from a 25% increase, because some have benefited from a lower rise, or have not benefited from any increase, and even had a salary decrease, that means that the state did not cover for everyone the sums for the contributions. Not covering for everyone, it was a discriminatory act, and we automatically sued all administrative acts that affect the salaries of these employees,” SNFP president Sebastian Oprescu told AGERPRES on Tuesday.
He said that out of about 72,000 people, about 30,000 did not fully benefit from the contributions.
“We now have court actions for the central public administration, and here I refer to ministries and their subordinate units. We have about 30,000 people who have not benefited fully – out of 72,000 people – from covering the contributions or have not benefited at all, and that is why we do these actions in court to correct a given legal situation,” the SNFP president said.
Social contributions went from employers to employees starting January 1, 2018, according to an Emergency Ordinance that amended the Fiscal Code, adopted in November 2017, and the level of contributions fell by two percentage points, so that from the total of 39.25% paid for a gross salary, 37.25% will be paid.
