Cluj County Council chairman Horea Uioreanu, detained


Horea Uioreanu, chairman of the Cluj County Council (CC), was detained late Wednesday by anticorruption prosecutors after a six-hour hearing, legal sources cited by Mediafax have stated. Uioreanu was transported by National Anti-corruption Department (DNA) representatives to be remanded in custody by the County Police.
Also Wednesday evening, businessman Ioan Bene, owner of Napoca Constructions SA, the company which built the new Avram Iancu Airport landing strip in Cluj, was detained. Uioreanu and Bene were scheduled to appear before the Cluj Court of Appeals on Thursday in relation to a remand-in-custody request.
Cluj CC chairman Horea Uioreanu was questioned Wednesday afternoon following a series of searches carried out earlier that day by anticorruption prosecutors at his office and residence. According to DNA, Uioreanu is currently under criminal investigation on five counts: taking bribe, two of which were committed in continued form (10 and 7 material acts, respectively), forgery of documents by private signature in the form of improper participation as instigator (two material acts), and complicity to money laundering. DNA prosecutors say there is evidence that the Cluj CC chairman, the businessman Vasile Pogacean, and others are guilty of corruption, “by way of allotting resources from the Cluj County Council budget to pay for contracts funded by the county institution and conclude new contracts or addendums, the object of which was to hold fixed bids and gain undue material benefits.”
According to DNA, the evidence collected so far indicates that between April 2013 and May 2014 Uioreanu had allegedly asked Pogacean to bribe him RON 693,224 – 15 percent of the Cluj County Council budgeted amount for on-going contracts developed by Sinai Comimpex SRL – in exchange for allotting the respective amounts. In return for these services, Vasile Pogacean presumably bribed Horea Uioreanu RON 174,500 from April 2013 to May 2014.
This is Horea Uioreanu’s first term as chairman of the Cluj County Council. He has been a member of PNL since 1990, ran the party’s municipal branch in Cluj-Napoca, and was then was appointed vice-chairman of the county organization.
Former minister Stelian Fuia sued in ‘Fundulea’ case
Former Minister of Agriculture Stelian Fuia was sued for abuse of service on suspicion of selling real-estate owned by the Fundulea Medicinal Plant Research Facility and, thus, favoring his brother-in-law’s company, causing overall damages of over RON 1.6 million. Fuia was director of the Research Facility at the time and was also in charge of the Ministry of Agriculture from February 9, 2012 until April 2012. In January 2011, he was elected president of the Calarasi County Organization of PDL but resigned the party in mid-2012.
Mayor Gheorghe Stefan under judicial control
Gheorghe Stefan, the mayor of Piatra Neamt municipality suspected of corruption, is now under judicial control, DNA officials have announced, adding that the measure could be replaced with house arrest or remand in custody if the defendant fails to fulfill his obligations. Gheorghe Stefan is being investigated on suspicion of using middlemen to manage a company starting in 2009 which received contracts funded through public money from several villages in Neamt County, and using his position within the party to influence officials, according to DNA.
