FinMin: Contributors with extra-salarial income to submit in one single form, make single payment a year

Contributors with gains from independent activities will submit one single specific form with the tax authorities and they will make one single payment at the end of the year, Minister of Public Finance Eugen Teodorovici told Antena 3 private television broadcaster on Thursday evening.

“We will adopt a normative act to very clearly specify what each contributor must do: that is to submit one single form per year. First of all, the amount will not be the real one, but the estimate amount made by the person in question. Those who have already submitted their form (e.n. Form 600) won’t have to take that into account anymore. There are 38,000 forms 600 submitted at the desk or online under the old legislation, if I am not wrong. These people won’t have to submit these forms anymore. Only if they think that the amounts written in these forms are the same with the estimates they want to make for this year … If they want to estimate below these amounts, then they will be able to do it. So, they will have one form to submit with the estimate and one payment to make at the end of the year. (…) It is about one single form where they write their estimate and one single payment, where, if there are variations compared with what was initially estimated, the regulation and payment will be made automatically then. Therefore, there will be one single form and one single payment at the end of the year and those who submitted it won’t submit it again. We are going to consider the estimate. The new approach will be very normal and correct,” explained Teodorovici.

The Minister of Finance also specified that by the end of February “this mechanism will be presented to Mrs Minister, to the public, and discussed, so that everybody be pleased.”

PM Viorica Dancila said on February 4 that the Ministry of Finance will find a solution for the Form 600, so that people with gains from independent activities submit one single form.

When asked whether those who will not pay by March 25 will be fined, the head of the Government said: “We never took this into consideration. We are looking for solutions that many expect from us and that Mr Chairman (of the Social Democratic Party – PSD) proposed at the PSD’s National Executive Committee meeting.”

On January 31, the Government adopted an Emergency Ordinance stipulating that Form 600 could be submitted by April 15.
