Former ANOFM president accused of incompatibility

The National Integrity Agency (ANI) noticed Silviu Bian was incompatible between 2009 and 2011 as he was both president of the National Employment Agency (ANOFM) and censor for several companies, reports Mediafax. “The position of secretary of state, the position of undersecretary of state and the positions assimilated to these are incompatible with another public authority position as well as the positions included in line 1 letter c “position of … censor at companies … “ according to Art 84, line 2 of Law 161/2003. ANI said that Bian was told about the evaluation procedure and the elements found, and he submitted a point of view to the file. In November 2013, the prosecutors of the National Anticorruption Directorate (DNA) sued Silviu Bian for corruption. Along with him, Cristache Ristea, former executive of ANOFM Personnel Training Centre and Alexandra Tichindelean, former director of the Intermediate Body for Sectoral Operational Programme Human Resources Development within ANOFM were also sued. According to the anticorruption prosecutors, between December 2010 and October 2011, Silviu Bian allegedly got EUR 270,000 from eight employees as president of ANOFM and of the Agency board, money included in two projects for human resources development, funded by European money, to wire 25 per cent of it, representing the co-financing from their own funds, allocated from the unemployment budget. The file is under appeal at the High Court of Cassation and Justice who set the next summon on March 25.
