The Government is setting up a directorate general for the administration of large taxpayers as a fiscal entity with a legal personality and own budget operating under the authority of the chair of the National Tax Administration Agency (ANAF), reads a draft government decision posted on the website of the Finance Ministry.
The measure is said to have been recommended by the International Monetary Fund (IMF) as well in an August 2015 report.
The draft also provides for the organisation and operation in the ANAF’sw own apparatus of a directorate for forced execution in special cases as well as of local entities operating under the authority of tax bodies to coordinate and monitor forced execution, including by realisation of impounded assets and the application of surety measures.
On the other hand, the existing directorate for tax checks managing the programme for increased voluntary compliance of individual taxpayers deriving large incomes would be reorganised as a general directorate to be called individual income control directorate general.
The organisation chart of the National Tax Administration Agency will be modified to include an additional 1,000 positions, mainly justified by forced execution for which the new body in charge with special cases of forced execution is set up, as well as b a staff deficit at other directorates and operations requiring additional staff.
