The reason for which FinMin thinks that tax amnesty is useful: We want to reactivate an important part of the economy

Tax amnesty has the role of erasing the historical debts of the state companies in order to make them interesting on the market again, the Finance Minister Eugen Teodorovici stated on Monday.

“Do we want, as an economy, to try to do something to reactivate an important part of economy? I mean those state companies who have historical debts and can’t do anything about it”, the Finance Minister stated for Antena 3.

“If we don’t do this today, over 5, 6, 7, 10 years, when it’s obvious that they cannot have a future, because you, the state, will not be able to give them state aid. The Commission said: ‘stop this kind of measure’. So, if you don’t give them money, you let them function with debts, nothing happens, they will close at some point. This means tens of thousands of people who are working in these companies today, compensatory payments (…), dividing other companies who depend, however, on what they do in relation to these companies”, Eugen Teodorovici added.

He mentioned that the Romanian state also benefits from the consent of the Monetary Fund and of the European Commission to apply this mechanism, and that a reorganization of the companies in question will be performed according to the models in the private sector.

Regarding the private companies and the individuals having debts with interests and penalties, the Minister said that a similar mechanism should be designed for these cases, too. “We must design such a mechanism also for these cases, because there must be justice on the market, as far as possible, there shouldn’t be a state aid area, I mean you give it to somebody, but you don’t give it to somebody else in this sector”, Eugen Teodorovici added.

The Minister also mentioned that the tax amnesty mechanism applied in 2015 has worked and it brought more money to the state budget.

 

Ludovic Orban: By the tax amnesty, the Government wants to reward the bad payers

 

PNL Chairman Ludovic Orban stated on Monday that after the Government amended the Laws on Justice and the Criminal Code to help criminals, now it wants to reward the bad payers through a draft law on the tax amnesty.

“PNL is definitely against the draft law on the tax amnesty launched by Mr. Valcov, I don’t know if the Finance Minister, Mr. Teodorovici, will support it. It seems that the real PSD’s slogan is injustice to the end. After the current Government amended the Laws on Justice and the Criminal Code, not for the 99% of the Romanian citizens who comply with the law, making a Criminal Code and Laws on Justice for criminals or possible criminals, now it rewards, in the tax matter, the bad guys, too, the bad payers, giving an awful signal to the society that who pays his fees and taxes on time is a moron and doesn’t benefit from any kind of recognition and reward from the Government. Those who are bad payers are the beneficiaries of the Government’s support” Ludovic Orban stated on Monday, at the end of the meeting of the party’s Executive Bureau.

PM Viorica Dancila’s state counselor Darius Valcov announced on Monday that the tax amnesty measure is provided in the governing program and includes the erase of the debts of certain companies, but he mentioned that “such things are done, not discussed”.

“Tax amnesty is provided in the governing program in the meaning mentioned by the chapter ‘small and medium-sized enterprises’, namely the restart of the business environment. This is what it means, in fact. In the view of the governing program and of what I have discussed with Chairman Dragnea at that time, yes (it is a erase of debts – e.n.), but these things are done, not discussed, because we wouldn’t want to ever encourage somebody not to pay his debts, and moreover, when you do it, if you do it, you must take the decision to reward or give a bonus also to those who paid their fees and taxes correctly” Darius Valcov stated on Monday evening for Antena 3.

The Finance Minister Eugen Teodorovici stated on Friday in Constanta that those who could benefit from the tax amnesty are the state companies “with historical debts”, mentioning that analyzes are being made by the Ministry, and a decision to this end will be made at the end of the summer.

“There are certain companies in the Romanian economy, mainly state companies, and even private companies, but I am talking here about the state companies, who have thousands, maybe tens of thousands of employees, who have historical debts, and if we will not take certain measures related to them, closing decisions may be taken for sure over a few years, because European Commission doesn’t let you give a state aid, or if you give it and after you give it, it may be considered as a concealed state aid, and European Commission will ask you later to recover it”, Teodorovici stated.

 

Teodorovici, about Iohannis’ house: The Finance Ministry, through ANAF, must apply the law

 

Finance Minister Eugen Teodorovici stated on Monday evening that the mechanism that the Finance Ministry has to follow through the National Agency for Fiscal Administration (ANAF) in the case of the house in Sibiu owned by President Klaus Iohannis, is to apply the law.

“We understand very well, we have a law, we apply it and that’s it” Eugen Teodorovici stated.

Regarding the statements made on Sunday by the PSD Chairman Liviu Dragnea on the heated discussion between the Finance Minister and the head of ANAF, Eugen Teodorovici said: “There cannot be disputes between me and the others from inside, if they are, if they exist, with arguments on one side and on the other. What I said proved very clearly that it was true, as I said, and it was proved by the fact that ANAF sent on Friday that request to the Land Book. I said they will start an analysis, a check, in which i will ask the inspection body to perform the check both on the Ministry and on ANAF, to see exactly what the situation was”.

As for the dispute with the head of ANAF Ionut Misa since last week, the Finance Minister mentioned: “I don’t have any problem, he has an obligation e must assume (…), namely to fulfill 100% of the collection plan, not per total or as a whole, but regarding each element in its structure, and I am talking especially about VAT and excise fees. I mean 100%. And he doesn’t have to show me comparisons with the previous years, he must show me the comparison and the reporting for 2018”.

The Minister also said that he expects Ionut Misa to support ANAF’s reformation by de-bureaucratization, securing the customs and providing the institution with information systems.
