PET “return guarantee” starting in 2010

Environment minister Nicolae Nemirschi declared at the beginning of this week that he prepares the legislative framework for the introduction of a “return guarantee” system for the collection of the PET bottles and of the aluminium cans, in order to encourage the selective collection of waste. “The so-called PET tax can become applicable in 2010. I repeat, it is not a rise of the price in the shop of the products bottled in such recipients, but a reward granted to the buyers at each return of the PET,” Nemirschi explained yesterday on the occasion of the launching of the EcoEmerge project in Bucharest. The amount of the guarantee has not been established, but the minister stressed that, generally, in Europe this is between EUR 0.15 and 0.25 per bottle.

EcoEmerge is funded through the Norwegian cooperation programme for economic growth and durable development in Romania and is intended to improve the eco-innovation conditions in Romania through the transfer of experience and good practice from Norway. The Environment Ministry started already in June discussions over this EUR 1.9 M project for the development of the ecological markets, which is financed in a proportion of 85 per cent through the Bilateral Cooperation Programme with Norway. Thus, a national infrastructure will be built with the role to support eco-innovation, both in the private sector through the promotion on the Romanian market of the environment technologies, of the ecological products and services, and in the public sector through the ecological public acquisitions.
