EC: Low absorption level of PHARE funds, deficiencies with SAPARD and ISPA

EC identified the risk of a low absorption level in the case of PHARE funds, deficiencies connected with the decentralized management of SAPARD funds, flaws in the enforcement of the public acquisition legislation in the case of ISPA funds, but notes that Bucharest has taken measures.

The report regarding the situation of EU funds forwarded by EC to the Commission on budget from EP and obtained yesterday by Mediafax reviews the deficiencies which were found, mentions the allotted amounts and the level of the absorbed ones, and mentions the measures taken by the authorities from Bucharest to correct the flaws.

According to the document, in PHARE case, the Commission notes that it has identified delays in implementation and a low risk of absorption in connection with the Transition Facility. In SAPARD case, EC notes in the document that it has found serious irregularities connected with the accreditation criteria and also systematic control deficiencies in 2008. Referring to ISPA, the document stresses that EC has identified irregularities in the enforcement of the public acquisition regulations, among which the frequent use of the negotiation procedures, shortcomings in the evaluation committees, and unjustified extension of the contracts.
