RON 120 M electoral bribe from the National Lottery

‘Financiarul’ daily revealed on Wednesday that the National Lottery, headed by the PDL member Gheorghe Benea, prepares the biggest transaction with the government exactly between the two rounds of the elections: to grant a contract of RON 120 M, before VAT, to a company to rebrand the lotto agencies bypassing the public auction. The winning firm will be chosen further to negotiations behind closed doors, “Financiarul” reads. The management of the National Lottery lures these days the business circles with the biggest governmental contract from this year marked by severe economic recession. RON 120 M (EUR 27 M) are ready to go into the accounts of a company for the rebranding of 932 lotto agencies. The point is that not even the players from the rebranding market have heard about the beginning of the procedures.


On another hand, secrecy has surrounded also the auction of EUR 20 M organised by the Environment Ministry for the acquisition of IT components for the Integrated Environment System, “Jurnalul National” writes. Although the bids were opened already on Monday, November 23, all the employees of the interim environment minister, Elena Udrea, refused on Tuesday to disclose the name of the firms which participated in the auction.


Thus, both the Environment Ministry and the National Environment Protection Agency (ANPM) refused to confirm the names of the three firms which registered themselves for the auction, invoking the fact that they don’t know whether the law allows them to make public such information. “(…) Presently, we cannot say who will participate, because we haven’t finalized the analysis of the documents submitted by the interested firms. We can say that three bids were received, two of them consortiums consisting of three firms each, and one from a firm in its own name,” Constantin Ciprian Ghioc, vice president ANPM, explained for “Jurnalul National.”
