Minister Cseke wants control over health insurance body

The Ministry of Health means to transfer the National Healthcare Office (CNAS) under its command, as well as to transfer the unified healthcare fund from the Ministry of Public Finance under the command of CNAS, as of January 1, 2011, the minister Cseke Attila, stated, on Tuesday, in a press conference, quoted by Agerpres.
The Ministry of Health (MS) will promote, in the near future, a series of measures meant to ensure greater efficiency for several sectors in the healthcare system – both in financial terms, as well as in terms of human resources. Cseke explained that the national healthcare fund will be administered separately, a measure which will lead to total transparency, as figures will reflect exactly the amounts by which those insured contribute to the healthcare fund and the expenses out of the fund, allowing the drafting of a detailed report on expenses at the end of each year and the evaluation of whether the amounts allotted are sufficient or not. At present there are no strict regulations on the use of healthcare funds. “The two-headed existing system, that is, MS and CNAS, is abnormal and inefficient, as the funds are managed by another institution, but MS is made accountable,” the minister underlined. He said that, under new regulations, contributions to healthcare will no longer be collected via the National Tax Administration Agency (ANAF), by the Ministry of Public Finance, but that the execution of debtors will remain a prerogative of ANAF. According to the new bill, contributions will be collected by CNAS, in an account opened in keeping with legal provisions. “Thus we will ensure a fully transparent collection of funds, avoiding talks on the destination of healthcare funds collected via intermediary bodies,” the Minister of Health added.
