The Foreign Affairs Ministry has purchased information leaflets on Romania’s preparedness for joining the Schengen Area worth EUR 28,000, exclusive of VAT. The contract was awarded to AD-HOC Advertising without tendering procedure. In fact, according to the award notice posted on the e-licitatie website, the procedure selected for the award was negotiation without the publication of a previous participation notice. The explanation is, according to the text of the same notice, the situation of extreme urgency emerging in the aftermath of events that could have not been anticipated by the contracting authority. MAE received a single bid – from the winning company, the awarding criterion being the lowest price.
