In a secret document signed by Finance Minister Gheorghe Ialomitianu, presented by Antena 3 and Realitatea TV, the minister recommends the chiefs of state institutions throughout the country to operate layoffs if budget incomes do not cover the salaries they must pay to their personnel. The document is co-signed by the minister, by Gheorghe Gherghina – state secretary with the Finance Ministry, and Sorin Blejnar – the head of the National Authority for Fiscal Administration (ANAF). In the autumn of 2010, after countrywide protests, Finance Ministry employees convinced the government to incorporate their bonuses in salaries. For several days, activity with the public was paralysed by protests.
