Joint EP, Commission register draft bill on lobbyists

European MPs yesterday passed a joint European Parliament and Commission register draft bill on lobbyists and other groups of interest seeking access to the European Parliament and the Commission, according to the Press Service of the European Parliament. The contacts that lobbyists establish with a deputy must be registered in an “explanatory memorandum” attached to the draft bill. Also, aside from these amendments that had been proposed before the Adrian Severin scandal broke out, a special commission was set up on amending lobbying regulations although, according to sources cited by the public television, the large political groups in the EP don’t appear willing to drastically change the rules. While the new Parliament-adopted rules don’t include mandatory registration, access accreditations to the European legislative body cannot be obtained without beforehand registration being entered into the Register.
