The National Fiscal Administration Agency (ANAF) has accused Social-Democrat Senator Dan Sova’s law firm of illegally winning state contracts worth over EUR 1 M. According to ‘Adevarul’ daily, “Sova and associates” allegedly won undervalued contracts from the Turceni and Rovinari energy centres in 2007-2008.
An ANAF report on juridical assistance contracts points out several illegalities made in favor of the law firm in which the Social-Democrat Senator owns more than 90 per cent of the shares. The report shows that values that were below the minimum legal threshold for organizing tenders were filled in, in order to offer the contracts to the aforementioned law firm. After the contracts were signed the value was hiked through addenda.
In reply, Dan Sova states he is not involved, lawyer Radu Cernov, one of his associates, being the one that handled the contracts with the two energy centres. In his turn, Cernov claims that the report’s conclusions “are pure nonsense.”
The directors of the two energy centres at the time the contracts were signed also consider themselves innocent. “I don’t know what they mean by illegalities. Only one contract with “Sova” had addenda. That contract was not signed be me, it was signed by Dondera, my predecessor. I only signed two addenda,” Laurentiu Ciurel, former director of the Rovinari energy centre, stated. “There is no law against signing these contracts. Our contract with EBRD had run out and we didn’t have specialized jurists. Apart from that, there were two other contracts with the Sova Law Firm,” Dumitru Cristea, former general manager of the Turceni energy centre, stated in his turn.
