Lazaroiu: Lowering pre-financing percentage for European funds, legal and justified

Labour Minister Sebastian Lazaroiu said yesterday that lowering the percentage of pre-financing for projects implemented with EU funds is legal, as only 14 per cent of pre-financing has been justified so far, Mediafax informs. Lazaroiu said he knew about the protest organised at the headquarters of the Operational Programme for the Development of Human Resources, but noted that the decrease of the pre-financing percentage, the object of the protest, was perfectly legal.  ‘Decreasing the pre-financing percentage is legal and, if we just look at figures, we will understand why. Only 14 per cent of a total of EUR 600 M allocated pre-financing was justified. If you cannot justify one third of what you have spent in a year, it means there is a problem about the project’, said the labour minister.

A first evaluation of the Operational Programme for the Development of Human Resources shows that, between December 2008 and August 31, 2011, pre-financing in the total value of approximately EUR 600 M was paid and the recipients submitted reimbursement applications (justification documents demonstrating that the money was properly spent on the project) only covering 14 per cent of the total volume of pre-financing paid, the Authority informed yesterday.
