Basescu notifies CC over non-constitutionality of two laws

President Traian Basescu on Monday notified the Constitutional Court (CC) over the non-constitutionality of two normative documents sent for promulgation, on constructions and research respectively. The president also refers to the two laws having been returned to Parliament for re-examination. In his notification note, the head of state mentions that lawmakers voted on his re-examination requests and the reports drafted by the legislative commissions notified. “The vote on the re-examination request made by Romania’s President or on the report of the parliamentary commission concerned does not equate with a vote needed for the bill to pass,” the Presidency statement reads. The way the head of state sees it, Parliament having its say on the re-examination requests and the parliamentary commission reports, and not on the laws themselves, violates the Constitution.
