Orban: We need mediation institutions, private managers

Leonard Orban, ministry of European Affairs, yesterday said that Romania should look into the means for setting up mediation institutions and private management institutions, as the European Union budget for 2014-2020 will bring major changes in technical and macroeconomic requirements, capital.ro reports. According to Orban, the institutional framework should be rethought even as of now, since otherwise, we would be unable to spend allocated funds. “Were we to delay rethinking the institutional framework would result in major risks and long delays at the beginning of the programming schedule of community funds,” Leonard Orban also said. Outsourcing those services would nonetheless be possible in the coming budget schedule, according to Doina Surcel, general director, Authorization and Payment Program Department, Ministry of Regional Development and Tourism, who added that the explanation for it is quite simple, given the European Commission has passed the package of technical proposals towards the accreditation of the institutions currently in charge of handling the EU funds for the budget 2007-2013, and a likely modification would only regard the next budget.
