Local elections on June 10

RON 100 M will be allocated for the organisation of the poll, more by one third than in 2008. Issuance of reparation deeds for national properties suspended.

The government decided the local election would be held on June 10, 2012. The election date was set by decision of the government. At the end of 2011, the government requested a confidence vote in parliament for holding local and parliamentary election simultaneously, but in January the Constitutional Court rules against that, arguing that the simultaneity of the polls would violate a person’s right to stand for election. The Executive has decided to allocate approximately RON 100 M for the organisation of the local election this year, more by almost one third than four years ago, official sources told Mediafax news agency. On the other hand, on Tuesday, the government also suspended for a period of six months the issuance of reparation deeds for the properties nationalised during the communist regime. The information was confirmed by the spokesman for the government, Dan Suciu, who explained the measure was necessary for ‘consolidating’ the normative framework required for the enforcement of the relevant legislation and was the result of an internal audit, of the ECHR ruling obliging the authorities to resolve the restitution issue within 18 months – term, which is approaching expiration – and the fact that the state now holds few shares in the Proprietatea Fund (FP). The reparation deeds are certificates issued by the Central Commission for the Establishment of Damages on behalf of the state. The documents can be converted into Proprietatea Fund stocks or changed into payment titles.  Currently the state, through the Ministry of Finance, holds only 1.69 per cent of the FP stock. PM Mihai-Razvan Ungureanu said at the meeting on Tuesday that the government was willing to go as far as bringing the situation of the National Agency for the Restitution of Property (ANRP) to the attention of criminal investigation authorities. According to the PM, a Finance Ministry auditing report identifies ‘a very bad situation’ regarding the management of the Agency’s activity. The report was discussed at the government meeting.
