EC, concerned by “non-transparent” selection of ANRE members

The European commissioner for Energy, Gunther Oettinger (photo) on November 5 sent a letter to PM Victor Ponta and the minister of Economy Daniel Chitoiu, expressing his concern on how the members of the Regulatory Committee of the National Regulatory Authority for Energy (ANRE) were appointed, HotNews.ro reports.“It was brought to my attention that the process of appointing the members of the Regulatory Board of the national energy regulatory authority was apparently carried out in a non-transparent and non-competitive way”, reads the letter, made public Monday, November 19.According to the letter, the EU Commissioner accused that the vacancy notices have not been widely publicized in a manner appropriate for such functions.The commissioner warns that an essential condition for creating a strong and independent institution is that the selection process is credible and completely transparent, in order to attract the best candidates, with the necessary expertise. “Without a powerful independent referee, market opening in Romania will not work and Romania will not be able to play its full role in a competitive and well integrated EU internal energy market. A strong and independent ANRE will contribute to a sound investment climate in Romania, where market players can have confidence that the rules will be effectively and impartially enforced”, said EU Commissioner.The Parliament validated in October the seven members of the Committee: Nicolae Havrilet (recommended by PNL), Claudiu Dumbraveanu (recommended by PSD), Gheorghe Barbu, (recommended by PDL), Carmen Filipescu (recommended by PNL), Zoltan Nagy-Bege (recommended by UDMR), Emil Calota (recommended by PSD) and Teodor Bobis (recommended by PSD).
