Ombudsman institution takes notice of Buzau Co. Hospital children’s incident

State Secretary Ionel Oprea, Deputy Ombudsman on the rights of children, family, youth, pensioners and people with disabilities, yesterday announced that the Institution of the Ombudsman took notice as early as Monday of the case of the children tied with dressings to beds in the Pediatrics Section of the Buzau County Hospital, as officials at the Ploiesti Territorial office were sent at the scene, with the Institution now awaiting the conclusion of the verifications made by the four institutions in charge. “Then, we will look into it and draft our report. (…) Our role is to ascertain whether they acted professionally and responsibly, according to their duties,” Mediafax quoted Ionel Oprea as saying. In a press release, the Save the Children Romania Organization denounced the “abusive nature” of the practices used in the pediatrics section of the Buzau County Hospital and called on the Health Ministry to pas and put into practice the Strategy on children’s mental health, in order to reform the system so that it prevents similar cases in the future: In its turn, The Buzau County Hospital Investigation Commission tried to explain that the doctors’ conduct was according to law. “Under the updated form of Law no 486 of 2002, restricting the freedom of mentally disturbed persons, including children, is allowed under certain circumstances in order to protect them from incidents and accidents during diagnostic and treatment maneuvers,” said Ion Japie, a doctor at the Buzau County Hospital, according to Romania TV. Invoking different paragraphs in the same law, the investigation commission of the Buzau County Council (CJ) concluded that the doctors are guilty since they should have used several other procedures before tying the children concerned.The Board of Administrators at the Buzau County Hospital, who discussed the case yesterday, announced that sanctions are envisaged against the head of the Pediatrics Section and the head assistant, up to the termination of employment contracts.
