The Parliament Budget and Finance Committees adopted the 2013 state budget draft law with amendments Friday night. The favourable report was adopted with 23 votes in favour, 3 abstentions and 5 votes opposed. ‘During the vote, a number of MPs representing the ruling coalition noted that ‘the majority was working’, while PSD and PNL MPs were applauding. Afterwards, one Budget Committee members said: ‘the opposition is not even united when it comes to the vote’, referring to the fact that the PPDD MPs abstained and PDL voted against. The Budget and Finance Committees amended the 2013 state budget bill, operating further fund redistributions from the Finance Ministry to other paying authorities. Also on Friday, the Budget Committees adopted the amendments to the Education Ministry budget representing re-allocations of money for new objectives such as RON 2,700,000 for the Murighiol Research Laboratory or RON 1,500,000 for the UNATC drama studio. PSD MP Vasile Popeanga read out four amendments for re-allocations of funds within the Ministry of Education, to which Budget Minister Liviu Voinea consented and which were sanctioned by the Committees afterwards. A total of RON 2,700,000 will be allocated for the Murighiol Research Lab in Tulcea County, with a view to creating the Danube-Danube Delta -Black Sea International Research Centre.Another investment project with the name Drama studio at the ‘I. L. Caragiale’ Bucharest National University for Theatre and Cinematographic Art will receive RON 1,500,000 in total: RON 500,000 from the state budget and RON 1,100,000 own revenue. The Budget and Finance Committees also approved an amendment to the public television budget, allocating RON 770,000 for investment supporting local station broadcasting. The 2013 draft budget will now be debated on in Parliament.
Social Security budget, approved
The Parliament Budget Committees also adopted the draft Social Security budget without any amendments Friday night. The favourable report was voted by 24 members, five voted against and three abstained. The Social Security budget for the public pension system is set based on total revenue of RON 50.703,8 M and total expenditure worth RON 50.703,8 M. The occupational hazard and illness insurance system is set considering a revenue of RON 291.7 M and expenditures of RON 105 M, with a surplus of RON 186.7 M. The unemployment insurance system budget is set based on revenue of RON 1.476 M and expenditures of RON 1.689 M.
