State secretary with the Transport Ministry, detained by DNA

PM Ponta dismissed Valentin Preda

Valentin Preda, state secretary with the Ministry of Transport, was detained yesterday morning by prosecutors of the National Anticorruption Directorate (DNA) in front of the building of the Ministry of Development. Considered close to Radu Mazare, the Social-Democratic mayor of Constanta, Valentin Preda held the office of state secretary with the Ministry of Transport since last May. He had been state secretary in the same ministry during the mandate of Liberal minister Ludovic Orban. According to Hotnews, the name of Valentin Preda was associated to one of the foremost stakes for the tandem that leads PSD Constanta, Radu Mazare – Nicusor Constantinescu: control over the Constanta Port.Official sources told the press that, after he was arrested, Preda was immediately sacked by Premier Victor Ponta. DNA confirmed yesterday for Hotnews that there is an investigation underway against the state secretary, but explained that no preventive measure was taken so far in this case. “I confirm that there is a probe of anticorruption prosecutors targeting Valentin Preda and that no preventive measure was taken against him until now,” said Gabriela Balaban, representative of the press office of the DNA, for the quoted source. According to judicial sources, he was already questioned by prosecutors at the DNA headquarters, after being detained under a warrant. The sources explained that Valentin Preda is suspect of possible acts of corruption and his office at the ministry was sealed by prosecutors.According to a wealth statement posted in May 2012, when he became state secretary with the Ministry of Transport, Valentin Preda does not own lands, apartments or automobiles. Preda has two accounts, one with EUR 35,500 and the other with RON 23,000 and gave several loans: one of RON 634,807 to SC Ro-De Parteners SRL, another of EUR 148,700 to SC Rhein Main Vertriebs and a third of RON 15,000 to a natural person. In the last fiscal year, Valentin Preda had incomes exceeding RON 23,000 as counsellor of the Constanta Municipality, RON 2,680 as legal advisor of a notary public and RON 694 as member of the Board of the seaport administration company Compania Nationala Administratia Porturilor Maritime Constanta (National Company for Maritime Ports Administration Constanta).

PSD Constanta demands explanations

Representatives of PSD Constanta yesterday denounced in a press release “the abusive detention of Valentin Preda in front of the Ministry of Development, which reminds of the practices of the political police of Nazi Germany or Stalin’s Russia, abusive detentions perpetrated by the Securitate-like militia of Traian Basescu.” PSD Constanta demands the DNA and the Ministry of Justice to provide an answer about the way Valentin Preda was arrested in the street. PSD Constanta does not give up on Valentin Preda and supports him, imperiously demanding the observance of the law and asking to be informed why a performing young minister is destroyed in such a base and abusive manner,” reads the communiqué issued by PD Constanta. Preda is vice-president of the PSD Constanta municipal branch.
