Under a draft law, the former owners of nationalised buildings whose files are solved will receive the money in 3 years, as of 2014. The law will enforce a new system of compensations, with points for those who cannot receive compensations in kind.
Premier Victor Ponta announced yesterday, at the beginning of the weekly Cabinet meeting that the government intends to take responsibility over the draft law that grants compensations to the former owners of nationalised buildings. Ponta said that the procedure of asking Parliament for a confidence vote might be set for March 19, but in order to set a date the Executive needs the approval of the Permanent Bureaus of the two Houses. According to the PM, the method was chosen because the problem of compensations does not belong to a sole party and must be definitively settled through the vote of the Parliament. He added that he does not plan resorting to the vote of confidence for any other draft law and does not fear an eventual no-confidence motion initiated by the opposition. “This is for the first time I use this constitutional instrument and I do not intend using it anymore in the future. I expect to be criticised by those who resorted to the confidence vote 16 times (…). This would not surprise me,” Ponta mentioned, quoted by Mediafax.Speaking about the draft law, he said that it will favour restitution in kind, where it is possible, and where it is not it will schedule the payment of compensations “at reasonable intervals.” Thus, according to the document, the former owners of nationalised buildings whose case have been solved by the state will receive the money during a 3-year interval that will begin in 2014, in equal annual installments. The people entitled to it may opt for returning the registered dossiers to the secretariat of the Central Commission for Establishing Compensations towards local real estate commissions, in view of returning lands in kind, within 60 days from the moment when the law comes into force. Also during the same interval, those who did not use the compensation titles issued by this Commission may opt for returning their dossiers to the local real estate commissions.The draft law also stipulates that the former owners that cannot be compensated in kind will receive points with the face value of RON 1, up to the equivalent of the building’s value, which they can use to purchase other buildings at auction, or they can sell, but after 2017, within the limit of 10 pc of the total value of points each year.The government discussed this draft law yesterday, for the first time.
