These companies signed 76 sponsorship contracts worth over RON 19 M in total.
The government will notify the National Anticorruption Directorate (DNA) about the irregularities committed during 2010-2012 by the energy production companies of Rovinari, Craiova and Turceni, and by ‘Societatea Nationala a Lignitului Oltenia’, which were unveiled by a control made at the newly formed ‘Complex Energetic Oltenia’, hotnews.ro informs. The government inspectors uncovered the illegal increase of public acquisition contracts by more than 20 pc of the initial value and announced that 76 sponsorship contracts, worth over RON 19 M in total, were signed by these companies.
The control body of the government verified the sponsorship and legal services contracts signed between 2010 and 2012 by CE Oltenia and the companies that merged into it. A total number of 76 sponsorship contracts were concluded, which led to payments up to approximately RON 19 M, of which: CE Turceni signed 32 sponsorship contracts worth RON 459,000, CE Craiova – 10 contracts, RON 1.68 M, CE Rovinari – 34 contracts, RON 16.9 M, CE Oltenia and the companies which merged into it – 19 legal assistance contracts, RON 1.17 M.
The control note reveals that, during January 1, 2010 – May 31, 2012 the companies which formed CE Oltenia signed with Alpha Construct Sistem of Drobeta-Turnu Severin 45 contracts with a cumulated value of RON 82.1 M (VAT exclusive), which led to payments of RON 49.1 M (VAT exclusive). The same company signed 26 contracts (worth RON 41.5 M, VAT exclusive) with SC Succes Nic Com of Runcu, Gorj County, and paid RON 5.2 M (VAT exclusive). The Gorj-based SC Trustul pentru Servicii cu Utilaje Diverse was the beneficiary of 84 contracts with a total value of RON 183.7 M (VAT exclusive), of which it received RON 148.2 M (VAT exclusive). During June 1, 2012 – October 31, 2012 CE Oltenia signed with Alpha Construct Sistem and SC Trustul pentru Servicii cu Utilaje Diverse 9 contracts with the total value of RON 45.58 M (VAT exclusive) and paid RON 6.53 M (VAT exclusive).During the period subject to verification, 58 contracts were signed by CE Oltenia, with a total financial commitment of RON 219.2 M (VAT exclusive), but the legal documents were not submitted to a preventive financial control, as the law would have required. Increasing the value of the initial contracts without the approval of the Ministry of Economy created a patrimonial advantage to the association formed by Trustul pentru Servicii cu Utilaje Diverse, SC Succes Nic Com, respectively Expres Transport and SC Succes Nic Com. Another conclusion is that, although the law prohibited the purchasing of automobiles by state companies, these companies made such acquisitions. Complexul Energetic Oltenia was born last year following the merger of the energy complexes Craiova, Rovinari, Turceni with the Societatea Nationala a Lignitului Oltenia.
