Terminating the contract with Bechtel – a matter of days

Comarnic-Brasov, Craiova-Pitesti and the southern ring of Bucharest, ready until the 2016 elections, according to the delegate minister for Infrastructure Projects, Dan Sova.

The delegate minister for Infrastructure Projects of National Interest and Foreign Investments, Dan Sova said in a TV show that terminating the contract with the American company Bechtel is “a matter of days.” Sova had previously announced that authorities try to reach, by April 30, a contract with Bechtel on the compensations that must be paid by the state, but the contract will be terminated anyway. “In the contract with Bechtel there are a consultant, a site engineer, a technical adviser which should present to the negotiation commission a clear report on the debts resulting from this contract, because the EUR 50 M left as a gift by Ms. Boagiu represented payments until December 2011. Starting January 1, 2012 nothing has been paid anymore. Calculations should have been made. The consultant filed the report on April 29. This could not have been done on April 30. Now it is a matter of days and we will make a public announcement,” the minister added, quoted by Mediafax. Asked about the sum to be paid by the state to the American constructor, he answered that he cannot disclose it, because negotiations did not end, but “it will be a pleasant surprise.”“We must build the Transylvania motorway in the same system as Comarnic – Brasov or Craiova – Pitesti, because the budget does not have money to construct 400 km of motorway.

The moment we will close the contract with Bechtel, I will involve in this process also the local authorities, at least those whose territories are crossed by the motorway, like Cluj, Salaj, Bihor, everybody who is interested. We must find financing formulas to make it profitable. We, as a government, were able to find money, about EUR 800 M in European funds, to construct from Sebes to Turda,” he mentioned. The motorway segments Comarnic – Brasov, Craiova – Pitesti and the southern ring of Bucharest will be finalised until the elections of 2016, the minister said, adding that 142 km of motorway will be inaugurated this year. On the Comarnic – Brasov segment, the pre-selection offers for competitive dialogue were submitted at the end of February, by China Communications Construction and the associations Spedition UMB-Tehnostrade, Vinci – Strabag – Aktor and Impregilo – Salini.For the construction of the expressway/motorway Craiova – Pitesti, offers were submitted by a Romanian consortium formed by Spedition UMB and Tehnostrade, and the foreign associations Obrascon Huarte Lain – OHL ZS of Spain, China Communications Construction Company – Dogus Insaat Ve Ticaret (Turkey) – Egis Projects (France), Strabag (Austria) – Vinci (France) – Aktor (Greece) and Impregilo – Salini from Italy. Asked if the price estimate for the 121 km long segment Craiova – Pitesti, which amounts to EUR 1.7 bln, is not too high, Sova answered that it also includes the operation for the next 26 years, maintenance and repairs, as the construction will cost approximately EUR 600-700 M. As for the deadlines of these projects, the minister affirmed that they do not depend only on the will of authorities. He added that, in order to build Comarnic – Brasov, “one must dig 4 million cubic meters of rock from the mountain and replace them with 4 million cu m of concrete.”Sova added that 142 km of motorway will be finalised this year, with the first inauguration due for May, on the segment Deva-Orastie. According to the official, the delays of motorway works do not depend on contractors, but on “administrative matters.”Regarding the situation of roads, the worst sector of road in Romania is between Botosani and Suceava, said the delegate minister Dan Sova, who added that the sum needed this year for the summer road maintenance amounts to EUR 4 bln, while CNADNR only has EUR 180 M allocated to this kind of works.
