Fraud suspicions in the “e-Romania” project

The government notifies the Prosecutor’s Office of the High Court of Cassation and Justice in order to probe “possible acts of a criminal nature” after verifications of the Control Body of the prime minister at the Ministry for Information Society (MSI – formerly named the Ministry of Communications) regarding the implementation of the “e-Romania 2” project, an important component of the “National programme e-Romania”, the control institution of the government informs in a document. The inspectors of the Control Body identified irregularities in the organising of the auction for awarding the contract and spending the funds of the budgetary reserve by the Ministry of Communications during 2010-2011.
The e-Romania 2 contract, worth approximately EUR 12 M and awarded when the minister of Communications was Gabriel Sandu (PDL), should have led to opening a portal with information about all the localities of the country. Inspectors say that the estimated value of the contract was wrongly determined, without specifying the measure units and the quantities of services contracted, while the offer submitted by Omnilogic was granted unjustified points. In April 2011, when the minister of Communications was Valerian Vreme (PDL), the content of this portal was changed and 20 additional online services were promised, for the same money. The portal still isn’t operational, although EUR 8 M was already spent on it. Ministry officials promised that the portal will be operational until the end of the spring of 2013, under a different name – Romania Online.
As noticed, the coordination attributions were delegated to the secretary general of the Ministry of Communications, which did not approve the task book.
Other resulting hints suggest the forging of a document referring to how the awarding procedure was conducted. Inspectors also say that the reception of the equipment was only formal. Valerian Vreme, minister of Communications (PDL) during September 2010 – February 2012, also the one who took over this contract from his party colleague, said that the procedures were legal and the provider took the project to approximately 95 pc of the contractual demands, said for HotNews.ro.
