The senators rejected the application for reexamination made by President Traian Basescu to Parliament for amending the referendum law, namely to establish an attendance quorum amounting to 30 percent of the number of people on the electoral registers and a validation quorum equal to the majority of the validly cats votes, but not less than 25 percent of the number of people on the electoral rolls for all kinds of referendum. The application for reexamination was rejected by adopting the report drawn up by the legal commission of the Senate, which suggested the plenum they should adopt the draft law in the variant that was decided on May 29 by the Chamber of Deputies, which is the decision-making chamber in this case, and sent to the President for promulgation, but considering the additions made subsequently by the Constitutional Court through its ruling of June 26. Thus the draft law in its initial form was adopted by a vote of 94 to 30 and one abstention. President Traian Basescu sent Parliament the application for reexamining the law on amending and supplementing Law No 3/2000 on the organization and development of the referendum and said it was quite opportune to regulate an attendance amounting to at least half plus one of the number of people on the permanent electoral registers so that the referendum should be able to voice the citizens’ will.
