The small and medium-sized enterprises (SMEs) will be able to access financing lines of up to 5 million lei extended by credit institutions, over a 2-year period, with these loans being guaranteed in proportion of 50 per cent by the state under “The Credit Guarantee Programme for SMEs”, according to an emergency ordinance draft published on the website of the Ministry of Public Finance (MFP). The programme will be carried out for the next three years, with the guarantee cap standing at 2 billion lei. The guarantee will be provided by the National Credit Guarantee Fund for Small and Medium-sized Enterprises (FNGCIMM). The credit can be used only to finance the working capital and it can be extended by another year, with a view to reimbursing the line of credit, the substantiation note of the aforementioned draft reads. Among the SMEs not eligible for this programme are those operating in financial intermediations and insurance, real estate transactions, gambling and betting activities, production and trade of arms, munitions, explosive, tobacco, alcohol, substances under national control, stupefying substances and psychotropic drugs, renting and leasing services, investigation and protection activities.
