Galati County Prefect placed under 29-day preventive arrest



The Interior Minister has signed the proposal to sack Emanoil Catalin Bocaneanu.
Galati County Prefect Emanoil Catalin Bocaneanu (47) was detained on Friday morning, being charged with intercession, blackmail, instigation for the use of classified information and malfeasance in office, a communiqué released by the National Anticorruption Directorate (DNA) and quoted by Mediafax shows.
Several hours later Bocaneanu was placed under 29-day preventive arrest, based on a decision taken by Galati Court magistrates. The announcement was made by Aura Soare, the Galati Court’s spokesperson, who pointed out that Bocaneanu’s lawyers appealed against the decision.
According to the investigators, in early August the defendant allegedly threatened and pressured a member of the leadership of Galati County’s Population Register in order to compel him to accept the hiring of the Prefect’s wife’s friend. “In order to make sure the aforementioned person won the job, defendant Bocaneanu Emanoil Catalin determined the accused Chirnoaga Tudorel, the head of the examination commission, to reveal the examination subjects to her through the accused Topala Bogdan-Valentin, before the exam took place,” the prosecutors wrote in the indictment. The prosecutors also accuse Bocaneanu of allegedly making overtures this year in order to make sure a certain company that had a contract with the Galati County’s Population Register will be paid, against the backdrop in which the Galati County Council was the body managing the unit’s funds, not the Galati County Prefecture. Tudorel Chirnoaga and Bogdan-Valentin Topala are accused of using classified information or of allowing the access of unauthorized persons to such information, and of being complicit to this crime respectively. Prior to Bocaneanu’s arrest, the anti-corruption prosecutors searched the headquarters of the Galati County’s Population Register and of the Galati Prefecture.
Vasile Balaban, the head of Galati County’s Emergency Situations Inspectorate (IJSU), stated that the DNA’s accusations are “nonsense,” pointing out that the evaluation commission consisted of five persons, not just of the county’s prefect. “I don’t know who could have made this denunciation. At any rate, the prefect was not the sole member of the evaluation commission, the latter consisted of five persons,” Balaban stated.
Interior Minister Radu Stroe signed the proposal to sack Bocaneanu. The proposal had been sent by the government’s general secretariat. The government’s emergency ordinance will be approved during the government’s first meeting this week. Until a new prefect is appointed the office will be held by Deputy Prefect Gabriel Aurelian Panaitescu.
