Scandal caused by new payment system for teachers

Minister of Education Remus Pricopie gave assurances that the wages in education sector will be paid “in a few days,” and the delay in January was not caused by lack of funds, but by “a new system of data display in the treasury,” valid not only in the education sector. His statement follows the statement from the education unions’ leaders that the teachers will get their wages in January with a week’s delay.
“There are no funds-related problems, but there is a new system of data display in the treasury, not only in the education sector. This is a new reporting formula, much more analytical, to make the difference between various types of budget sectors, linked with activities. For example, in the education sector, they will make the relation with the education cycles,” said Minister Pricopie on Wednesday, quoted by Mediafax. According to Pricopie, even in the report of the European Commission where Romania is said to have the highest growth rate for the education budget between 2012 and 2013, the expenses on education cycles are not mentioned, as they are by other states. FSLI president Simion Hancescu criticized the new payment method, showing that “the victims of this badly-implemented measure” are mainly the employees in the education sector. FSLI president believes the Ministry of Finance should have implemented this change gradually, so that the education personnel should not suffer from it. As for the Federation of Education Unions “Spiru Haret,” they claim that bureaucracy is even deeper now after implementing that system in the educational sector. In an open letter sent to PM Victor Ponta, Spiru Haret Federation asks him for an intervention “to drastically penalize those who generated this mess in the education sector.”
Minister of Finance and vice-prime minister Daniel Chitoiu claimed on Thursday that there is no problem about paying the wages to the public sector, saying that the delays were caused by the failure of public institutions to register on the new method to submit the payment orders. “There is no problem about wages to civil servants. … Those who registered got their wages, those who did not were rescheduled,” said Chitoiu.
