Starting March, the Ministry of European Funds (MFE) will take over the activities and structures of managing authorities in charge of Operational Program ‘Development of Human Resources’ (POSDRU) and Operational Program ‘Increase of Economic Competitiveness’ (POS CCE). The take-over was approved by emergency ordinance in Wednesday’s Government session. The POSDRU Managing Authority will be taken over from the Ministry of Labor and the POS CCE Managing Authority will be taken over from the Ministry of Economy. “(…) It will simplify the institutional organizational chart and it is an important step toward reforming the entire implementation system. I remind you that we must finalize the system reform this year and eliminate past problems inherited in the years between 2009 and 2011. Beneficiaries should be helped to implement their projects as soon as possible,” Eugen Teodorovici, Minister of European Funds, stated in a press release. MFE will take over both the personnel of the two managing authorities and their rights and obligations, including all disputes connected to their activities. According to the ordinance, the Ministry of European Funds will act as Managing Authority for Operational Program ‘Competitiveness,’ Operational Program ‘Human Capital,’ and Operational Program ‘Technical Assistance.’
In turn, the European Commission asked the Romanian Government to make the transition of the two managing authorities as smooth as possible, so as not to cause any disruptions in the flow of payment claims and implementation of European projects, according to hotnews.ro.
