Bihor County Council Vice President charged with bribery and money laundering

Alexandru Iosif Francisc Kiss, the Vice President of the Bihor County Council (CJ), has been charged, along with several company managers, with bribery, money laundering and malfeasance in office. According to the prosecutor’s ordinance, Kiss, who was President of the Bihor CJ at the time the crimes were committed, Vilmos Laszlo Bojtor and Beneamin Rus devised and implemented a complex financial mechanism involving Romanian companies – namely Selena SRL Oradea and Trameco SA Oradea – as well as American companies (Wasleys Worldwide LLC Washington) in order to feign the payment of approximately EUR 600,000 in 2005-2006. According to the investigators, the money represent illegal income which Beneamin Rus, as owner and administrator of the Selina Oradea group of companies, paid to Francisc Kiss in order for the latter to favour Selina company when the Bihor CJ sold some plots of land in Oradea. By improperly fulfilling his prerogatives during the two sale procedures, Kiss caused damages of approximately EUR 8.6 M to the Bihor CJ, according to prosecutors. (
