EU funds ministry sends Helping Disadvantaged People operational program 2014-2020 to European Commission

The Ministry of European Funds (MFE) sent the European Commission the Operational Program ‘Helping Disadvantaged People’ 2014-2020, under which Romania benefits by 442.5 million euros. The program was sent via the IT communication system, Structural Funds Communication (SFC) on September 13.
‘Under this program, basic food products and assistance will be supplied to the most disadvantaged people in Romania. Romania benefits by European funds worth 442.5 million euros, according to the Partnership Agreement 2014-2020, approved by the European Commission on August 6, 2014,’ MFE reports.
The aforementioned Operational Program will be coordinated over 2014 – 2020 by MFE, as managing authority. ‘The Ministry of European Funds sent this program to the European Commission and thanks to the informal discussions with the representatives of the European Commission about the document, I stake on its approval in a short time, so that Romania provides as early as this year the poor people with the aid financed by the EU and the Government of Romania for the programming period 2014 – 2020,’ Minister of EU Funds, Eugen Teodorovici said.  According to the program, individual coupons will be issued and sent home to every person who is part of the target group.
‘Coupons will be printed by the National Printing Office, they will not have financial value, but they will include safety features to prevent forgery. The coupon will have the name and surname of the respective person, his/her personal identification number, the composition of the food basket and the expiry date of the coupon,’ MFE informs.
According to the release, the Ministry of European Funds will conduct auctions for food products according to the provisions of Government’s Emergency Ordinance no. 34/2006 on assigning public acquisition contracts, public works concession contracts and service concession agreements.
‘The acquisition of food products will be divided into groups to avoid gaps caused by any appeals. Thus, public acquisitions procedures will be conducted to assure the necessary food for groups, for two-five counties, for Bucharest-Ilfov respectively.
