The joint plenary sitting of the Parliament on Friday voted article by article on the 2015 draft budget law.
Almost all 56 articles were adopted in the form proposed by the Government, with the most important amendment having to do with the introduction of a new article, upon request of the Committees on budget-finance, aimed at regulating the system of balance of the local budgets of rural towns, towns, municipalities and counties.The joint parliamentary committees for budget and finances have endorsed on Thursday night the draft law of the State Budget for 2015 with majority of votes. “We started from a draft budget agreed with representatives of the international financiers. The debates, even if intense, even if alterations were operated following proposed amendments, have brought no harm to the budget main construction and modify anything that could be reproachable on the international creditors’ behalf. The deficit is the same, the thresholds were being observed, the budgets of the kind of those for development or social ones, which were agreed with the International Monetary Fund, the World Bank and the European Commission were not modified but certain structural alterations inside them,” Viorel Stefan, chairman of the Chamber of Deputies’ Finances and Budget Committee said. He said he believes it’s a first that a great number of modifications were endorsed through amendments and that he was certain that they will resist on Friday’s plenary session’s debates.

The state budget on 2015 is realistic, of growth and with development perspective for Romania, on Friday said Prime Minister Victor Ponta, in a speech in front of the two chambers of the Parliament. “The budget we present in front of the plenary reunion of the Parliament passes to real things, not to political statements, which where being in plenty lately. As one could see, there is no increase of taxes and dues on 2015. (…) Even the most skeptical and unbelieving could see in the budget of 2015 that the flat tax strategy stays at the basis of its construction,” the Gov’t head said. He added that the next year’s budget includes beneficial measures for economy, such as the reinvested profit’s tax exemption, more money allocated for investments, the VAT slashing for the all-inclusive tourism packages. According to Ponta, the budget on 2015 covers the pensions’ rise, the children’s allowances’ doubling and the indexing of the allowances for persons with disabilities. “Likewise, the three years of additional allocations for two essential domains – education and health care, are confirmed. I’m asking for your support to keeping this correct direction: the increase of education and health care investments,” the Prime Minister said.
