Ex-DIICOT head Alina Bica has written a letter to the journalist Victor Ciutacu, which he presented during the ‘Editia de seara’ Romania TV show. The letter was sent through Bica’s lawyer who had actually written to her client’s dictation on the sheets on which he keeps record of people visiting persons under arrest.
The lawyer Laura Voicu noted during the TV programme hosted by Victor Ciutacu that Alina Bica had dictated the letter to her.
Here is what Alina Bica wrote to the journalist:
‘I took over the case based of a number of alerts sent by the Office for the Prevention and Combating of Money Laundering in September – October 2004. In January 2005 I froze the assets of the persons who were under investigation (including Iacubov and Iancu), except the RAFO stock, as the company was the victim in the case. The RAFO stock was not owned by a natural person, but by Balkan Petroleum Ltd, an off-shore company Iancu was the CEO of. The identification data of the owner was refused to us. While under arrest, Iancu did not request a sale, he requested to be visited by the notary public, the request being made by the lawyer Cuzino’.
The lawyer had to improvise in order to be able to write the letter to Victor Ciutacu, using the sheets on which she keeps record of the people who visit the persons under arrest.
‘These were the only sheets of paper I had on me. Mrs. Bica is not allowed to write anything and I want this to be very clear. She is not allowed to use a pen in her cell or when she meets me. (…) If you want to make a denunciation, you need to make a request to the commander. (…) These lines were written by me. She dictated and I wrote’, lawyer Laura Voicu explained.
