AmCham Romania calls for 30-day consultations on public procurement law

The AmCham American Chamber of Commerce in Romania considers that a consultation period of at least 30 days is needed on the public procurement legislation in Romania for reaching a real, consistent and efficient consultation process.
The Finance Ministry and the National Public Procurement Agency on July 22 posted on the website a draft public procurement law that also includes remedies and challenges of the public procurement contract award and the award of concession contracts, as well as the organisation and operation of the National Council for Challenge Settlements, setting a 10-day period for consultations.
The two proposals are first in a package of four new pieces of legislation to replace the legal framework in place, to be applied starting in 2016.
‘While AmCham acknowledges the efforts of the Romanian Government team to transpose the new European Directive into the national legislation, given the complexity and importance of the proposed topics, and in view of collecting relevant feedback and well-grounded recommendations we consider that a consultation period of at least 30 days is needed for reaching a real, consistent and efficient consultation process,’ AmCham said Thursday in a press statement.
‘AmCham Romania will continue to provide its members’ feedback on the proposed legislation and advocate for making the public procurement system reform a leading priority in view of increased economic growth, a sustainable increase of the EU funds absorption and accelerated investments in priority projects,’ added the organisation.
