National Roads Company’s CEO Neaga: Hopefully in 2015 we’ll inaugurate rd 84 km of motorway

This year around 80 to 84 kilometres of motorway could be opened, the National Company of Motorways and National Roads (CNADNR) CEO, Narcis Neaga told an interview to Agerpres, yet he added that these numbers are conditioned by the evolution of the works on sites and the early completion of the 17 km Lugoj – Deva Lot 2 section, and the inauguration of the 22 kilometres Lugoj-Deva Lot 4, where “nightmare issues” existed.

Likewise, Narcis Neaga gives huge chances to the Comarnic – Brasov Motorway construction and believes that this year the contracts for the “ends” of the latter motorway, will be signed, and in 2016 the “median segment” will be auctioned.

The CNADNR head guarantees that the 1.3 billion lei that were cut from the company’s budget would not harm the projects, the investments, neither the auctions. The reasons why the company did not use this money were the terminations of contracts and non-paying the money upfront to builders, because the European Commission “has changed the rules during the game.”

For 2015, the total amount signed by the CNADNR is worth 1.5 billion lei, without counting the VAT.

According to Narcis Neaga, there are contractors who move faster and some who encounter a lot of problems and move slower, as it was the case with the Lugoj – Deva Lot 4.

“On 22 km to find so many problems…”

The biggest problems the CNADNR is confronted with are the environment authorisations, followed by the ones from various utilities, such as Electrica, Enel, Hidroelectrica, where they are very hard to get from.

The feasibility studies’ contracts count for 80 million lei, for the first six months. As for the state budget’s investments, this year’s budget of CNADNR relies on 441 million lei, while 3.2 billion lei come from European funds.

In 2012, the European funds’ absorption degree was 26pct, and at end- 2014 it reached 66pct.

“It’s about the company, the road aspect, we are not talking about the Transport Ministry,” says the CEO.
