• The reimbursement of VAT to companies within 15 days at most, compared to 45 days now, is also sought through the modernization measures
The National Fiscal Administration Agency (ANAF) cannot finalize its reform from the position of the Finance Ministry’s poor relative, ANAF President Gelu Diaconu stated on Wednesday.
Premier Victor Ponta stated on Tuesday that he wants ANAF to be reorganized as an independent institution, based on the American model, and for an ANAF board to be set up in order to ensure the implementation of budget policies, pointing out that he wants to continue the modernization of the Agency.
“Yesterday (Tuesday – editor’s note) I proposed to Premier Victor Ponta a reorganization formula that would consolidate ANAF’s decision-making autonomy, independent of the political context-based conditionalities that appear in every electoral cycle,” ANAF President Gelu Diaconu stated on Wednesday.
Thus, the head of ANAF proposed to Premier Victor Ponta on Tuesday the setting up of a board made up of renowned specialists, on the basis of the American IRS model, a board adapted to the local legislative framework and meant to coordinate ANAF’s policies and strategy, thus replacing the Agency’s president.
Diaconu noted that “this management solution which distances ANAF from possible political influences is the only real and professional option” in order to be able to finalize the institution’s reform.
The head of the Revenue Service pointed out that ANAF’s reorganization along these coordinates was chosen following the consultation of OECD’s “Tax Administration 2015” annual report, of the IMF technical assistance mission’s August report, of the World Bank technical assistance mission’s 2007 report on the stages of reorganizing ANAF and of the European Commission’s taxation blueprints.
“I have discussed with the Finance Minister and the ANAF President, in collaboration with our international partners the IMF, European Commission and World Bank, and I want us to go further when it comes to the restructuring and modernization of the National Fiscal Administration Agency,” Premier Victor Ponta stated on Tuesday at the Government.
“By reorganizing ANAF as an independent institution, I want us to adopt a model that the United States of America and other European countries are using, that of having an ANAF board appointed by the Government, Parliament, President with a kind of stability, that would ensure the implementation of budget policies. It’s another step toward modernization,” the Head of Government added.
At the same time, the Premier stated that as a result of ANAF’s reorganization and modernization he wants the VAT to be reimbursed within 15 days at most, compared to 45 days now.
