Operation “Crystal,” biggest action targeting tax evasion

The Anti-Fiscal Fraud Directorate (DAF) has started yesterday, October 19, the first stage of a wide-ranging operation meant to control and monitor companies that are active in all wholesale commercial centres in Romania (Operation “Crystal”).

Every day, until December 25, anti-fraud inspectors from all over the country will carefully verify the economic activity and merchandise flow in all commercial centres, through operative controls as well as verification of documents and meetings with the representatives of companies in whose case irregularities were discovered. The operation’s leadership team will set the dates on which DAF’s mobile task forces will monitor merchandise flows 24/7, as well as the algorithm based on which the members of the control teams will be interchanged.

DAF emphasizes that those found with irregularities during the controls will be subjected to detailed control of their activity so far. 60 wholesale commercial centres are targeted by the operation. Almost 600 anti-fraud inspectors have simultaneously started controls in the first commercial centres in Bucharest and in other parts of the country.
Operation “Crystal” will restart in early 2016, and the results of its first stage, which is set to end on December 25, will be taken into account.

At the same time, DAF points out that the purpose of the strategy on combating tax evasion in the wholesale trade sector is to eliminate companies engaging in tax evasion and blocking, through the new VAT registration procedure, the involved companies’ and persons’ access to the economic circuit.

“At the end of this operation, the only ones that will continue to engage in economic activities in wholesale commercial centres throughout the country will be the honest taxpayers. And those who believe they will set up other companies through middle-men that have no fiscal records, in order to thus obtain the VAT code, have to understand that this is not a one-off operation but the first step in the strategy of combating tax evasion in wholesale commercial centres for good. We will ceaselessly verify these commercial centres until fiscal receipt is offered even for a screw bolt,” National Fiscal Administration Agency (ANAF) President Gelu Stefan Diaconu stated.
