Notary public has become a guarantor of the legality and security of judicial documents concluded by people, while also playing an important social part, President Klaus Iohannis said in a message released on Friday to the 13th Congress of Notaries Public.
“I am very much joyed to send congratulations to notaries public on their 13th congress. This event is all the more special as 2015 is an anniversary year, with Romanian notaries public celebrating 20 years since the first congress of their profession. For 20 years, the notary public profession has undergone various stages, both in organisation proper and as far as the perception of users of notarial services is concerned. Far from having overcome many of professional prejudgments in the public mind, notaries public have recorded undeniable progress over 20 years of existence,” Iohannis says in his message.
He added that the activity of notaries public is conducted independent of any interference by drawing up judicial documents in conformity with the will of the parties and by adhering to the law, while also contribution to unburdening courts and diminishing legal costs for the citizens.
“From a law with just some general principles, the profession of a notary public today is one of the most rigorously and widest regulated. The competences of the notaries public have constantly increased while also contributing to unburdening courts and diminishing legal costs for the citizens. Whereas in the early 1990s people would reticently use the services of a notary public, today notaries public have become guarantors of the legality and security of judicial documents concluded by people. The activity of notaries public is conducted independent of any interference by drawing up juridical documents in conformity with the will of the parties and by adhering to the law. These aspects are reflected directly on the relations between people as well as on stability of judicial relations. Notaries public also play an important social role because they are part of the citizens’ everyday life from the simplest to the most complex judicial documents,” says Iohannis.
According to the President, the positive route of notarial activity should be further consolidated, so that notaries public should meet the needs of Romanian nationals, irrespective of whether or not they live in Romania.
“Wherever they may be, the Romanian nationals need to conclude judicial documents, the guidance, assistance and protection of Romanian authorities. That is why I believe notaries public, by the part they play, can be an important support for the citizens and authorities alike,” reads Iohannis’ message.
