Liberal deputy Ioan Oltean, prosecuted for complicity to abuse of office, influence peddling

The National Liberal Party (PNL) deputy, Ioan Oltean is prosecuted by the National Anti-corruption Directorate (DNA)’s prosecutors for complicity to abuse of office if the public servant has got for himself or for others an undue benefit and for influence peddling in the case of the National Authority for Property Restitution (ANRP) compensation to Mihai Rotaru, the main shareholder of CS Universitatea Craiova football team.

According to a DNA release sent to Agerpres on Thursday, in the same file is prosecuted for abuse of office if the public servant has got for himself or for others an undue benefit the deputy Catalin Teodorescu, at the time of the deed a member of the ANRP Central Compensation Committee, sent to court under judicial control in another case.

DNA specifies that on June 17, 2010 Catalin Teodorescu, by abusively exercising his job attributions, in violation of the law, approved an assessment report by which a 61,857 sqm land located in the city of Pitesti was evaluated to rd 109 million lei, a sum given as compensation to an individual.

The prosecutors have found that the said land was overrated by rd 87.3 million lei, which is a damage to the state budget, being facilitated the getting of patrimonial benefits for the individual who received the money.

“The compensation paid in this case for a land is one third of the total of the civil compensations paid by the ANRP in 2011. The beneficiary of the 108,932,000 lei (rd 25 million euro) had bought litigation rights from another person a few months before the decision by the ANRP committee, more exactly on November 27, 2009 with 750,000 euro. The person sold these litigation rights after which h, for 8 years he managed to obtain the claimed properties, which had led to the initiation of a court trial,” says the DNA release.

The source mentions that out of the evidence administrated in the case resulted that the PNL deputy Ioan Oltean, who used to have co-interested relationships with the transferee and with the ANRP chairperson, used his influence to the latter to speed up and approve the compensation in favour of the transferee.

“In exchange, the transferee gave Oltean 600,000 euro previously the date of June 17, 2010, the place where the action of giving and receiving the money being the inside of a parish,” say the prosecutors.

In the case are underway criminal investigations towards other persons, too.
