Draft Gov’t Resolution: Car scrappage program allocated 135 ml lei

The national car fleet renewal incentive program (‘car scrappage’) will have this year a budget of 135 million lei, down by 32.5 percent from the 200 million lei allocated to its 2015 edition, shows the substantiation report of the draft Government Resolution for the approval of the 2016 revenue and expenditure budget of the Environment Fund and of the Environment Fund Administration (AFM).

According to the source, AFM revenues for 2016 are estimated at 840.6 million lei, by almost 1 percent higher from the year before, of which 831.26 million lei in tax revenues (green stamp and other taxes), 5.2 million lei in non-tax revenues (interests on deposits set up with the surplus of the previous years).

On the expenditure part, the estimate for the AFM budget is of 840.66 million lei, while current expenditures are expected to reach a total of 834.061 million lei. Of this figure, 22.88 million lei are intended for staff expenditures, 11.25 million lei for goods and services, 790.094 million lei are allocations to environmental protection projects and programs financed from the Environment Fund in 2016, and 6.79 million lei are for ‘Projects with post-accession non-reimbursable financing – EEA financial mechanism’. The total amount of capital expenditures is set at 6.6 million lei this year.

As regards the continuation of environmental programs, the draft piece of legislation provides budget allocations for: waste management (commitment appropriations: 100 million lei, budget appropriations: 20 million lei); integrated coastland management (commitment appropriations: 10 million lei, budget appropriations: 5 million lei); the conservation of bio-diversity and management of protected natural areas (commitment appropriations: 30 million lei, budget appropriations: 10 million lei); afforestation of degraded land, ecological restoration and sustainable forest management (commitment appropriations: 100 million lei, budget appropriations: 55 million lei); education and public awareness on environmental protection (commitment appropriations: 30 million lei, budget appropriations: 20 million lei); and the (‘car scrappage’) national car fleet renewal incentive program – commitment appropriations – 135 million lei.

The draft Government Resolution will be up for public debate until March 9 and those interested may submit opinions / proposals / suggestions until this deadline to the Ministry of Environment, Water and Forests, and the Environment Fund Administration.
