Nicusor Dan: Parliament’s extraordinary session is fictive, we’re making self-study

The President of Save Romania Union (USR), Nicusor Dan, stated on Thursday that the extraordinary session of the Parliament doesn’t actually exist. The MP believes that thus PSD protected itself from a possible unfavorable decision of the Constitutional Court on the law which empowers the Government to issue Ordinances during recess.

“(…) in our opinion, in the arguments that we wrote and signed, the Government, according to the Constitution, is not allowed to amend organic laws by Government’s Ordinances issued in the parliamentary recess. In the annex to the empowering law there were included several organic laws which the Government intended to amend, and this is unconstitutional, in our opinion” Nicusor Dan stated for rfi.ro.

USR leader believes that “PSD probably expects an unfavorable solution for them, because they convened by an abuse this fictive extraordinary session of the Parliament, in which there are no Parliament’s works actually, only to empower the Government to issue Emergency Ordinances, which it can issue during the sessions”.

“We go to the Parliament, but the program says we are making self-study there. Specifically, each one of us function in specialized committees of the Parliament, there are laws in these committees which follow their path in Parliament, and we make self-study on these laws, in order to have an opinion when the committee meets. It’s a form of having activity, to let the Government to issue GEOs. It’s not in the democratic spirit and it’s not a form of respect to the most important institution of the state, which is the Parliament”, stated Nicusor Dan.

USR will vote in the plenum against the establishment of the inquiry committee of PM Ciolos on the RON 10 billion gap in the budget

USR parliamentarians will probably be part of the committee investigating Ciolos Government’s budget rectifications, but they will vote against establishing it, stated the President of the Save Romania Union, MP Nicusor Dan, for RFI.

In Nicusor Dan’s opinion, the idea of a committee that will investigate the budget rectifications during the technocrat Government is populist: “It’s a populist approach, it’s an attempt to find a responsible for the fact that PSD’s promises in the electoral campaign couldn’t be achieved”.

Asked if USR parliamentarians will attend to the inquiry committee, the leader of the Union answered: “We haven’t made a decision. Probably yes, to express our standpoint. However, we will vote in the plenum against establishing this committee, because many of the questions put by this committee have an answer in the official documents, there’s no need to make a committee to see what you can read in the official documents of the Romanian state”.
