Draft law increasing the allowances of the local representatives by 30%, adopted by the Deputies’ Chamber

The draft law on the approval of the GEO 9/2017 by which the allowances of the local and county counselors, mayors, vice mayors, presidents and vice presidents of county councils, are increased by 30%, was adopted on Tuesday by the Deputies’ Chamber. The Labor Minister, Lia Olguta Vasilescu, stated that the 30% increase of the allowances of the local representatives will not have any consequences on the Unitary Pay Law, and after this draft law will enter into force, mayors, vice mayors, presidents or vice presidents of county councils will have “much, much higher” incomes.

The draft law on the approval of the GEO 9/2017 by which the allowances of the local and county counselors, mayors, vice mayors, presidents and vice presidents of county councils, are increased by 30%, was adopted on Tuesday by the Deputies’ Chamber, with 212 “pros”, 33 “cons” and 8 abstentions.

Deputies’ Chamber was the decisional body in this case.

The Chairman of the Labor Committee, PSD MP Adrian Solomon, stated on Monday, in the meeting of the Committee, that the allowances of the local and county counselors mayors and vice mayors, presidents and vice presidents of the county councils are increased by 30%, until the Unitary Pay Law will be “on the flat line”.

“We have issued a report on the GEO 9/2017. First of all, there are the desires of those working I the defense and public order system, national security, as well as in the penitentiary system, which is under the Justice Ministry. Following the successive increasing of the minimum salaries, they still have the basic pay around RON 700, which was abnormal. Starting from April, we brought it t the level of the minimum salary, so that policemen and those who are working in the Army will enjoy the promised salaries. Also, following an amendment and with the support of the Labor Minister, we adopted the salary increase for the mayors, vice mayors, presidents and vice presidents of county councils, by 30%, starting from April, until the Pay Law will be on the flat line” stated the Chairman of the Labor Committee, PSD MP Adrian Solomon.

PNL MP Corneliu Olar, a former mayor of five mandates, proposed the amendment related to the increase for the local representatives.

“Although there were discussions in the Committee according to which our amendment was going to be rejected, PSD didn’t want to support us, the Labor Minister said that she will support our amendment. So it was unanimously accepted. Mayors were somehow frustrated, they had very low salaried, and we expect them to perform. It wasn’t either constitutional or moral to pay a small salary to a mayor, he doesn’t have any salary increase, and the mayors’ salaries is lower than the salary of many teachers, of the police officer in the commune, which is not normal”, Corneliu Olar stated.

The Labor Minister, Lia Olguta Vasilescu, stated on Tuesday, at the Parliament, that the 30% increase of the allowances of the local representatives will not have any consequences on the Unitary Pay Law, and after this draft law will enter into force, mayors, vice mayors, presidents or vice presidents of county councils will have “much, much higher” incomes.

Asked if the 30% increase of the local representatives’ allowances will have consequences on the Unitary Pay Law, the Minister gave a negative answer.

“No, it will not, because the Pay Law provides anyway higher salaries than what was voted today, for mayors, vice mayors, presidents and vice presidents of the county councils. It was an amendment made by a colleague who is PNL deputy, which I supported in the Committee, on the one hand because it doesn’t have any consequences on the State budget (…), and secondly, it is a restoration, because salaries have increased by 20% in the local public administration, but the allowances of the most important people in the administration, namely the mayors and the presidents of the county councils, didn’t” Olguta Vasilescu answered.

She stated that the current law which increased the allowances of the local representatives will operate until the Unitary Pay Law will enter into force.

“This law will operate for one or two more months, until the Unitary Pay Law will enter into force. The salaries of the local representatives will be much, much higher than what was voted today” the Labor Minister added.

Vasilescu expressed her hope that President Klaus Iohannis will not have any reason to oppose to the promulgation of the law.

“I don’t think that Klaus Iohannis has any reason to oppose to a law providing the increase of the mayors’ allowances, especially because he was also a Mayor before being President” Lia Olguta Vasilescu concluded.
