President Klaus Iohannis on Thursday signed the decree on the promulgation of the law on the Government’s ability to issue ordinances during the parliamentary recess.
Thus, according to the law, the Government has now the ability to issue ordinances in the following regulatory fields: public finance and economy, regional development, public administration and European funds, healthcare, agriculture and rural development and social services, culture, communications and information society, transports, internal affairs.
Moreover, the head of state signed the decrees regarding the promulgation of the Law on modification of the article 3 of the Law no. 363/2013 regarding the moving of a plot of land from the administration of the Environment Ministry, via the Reservation of the “Danube Delta” biosphere Administration, to the administration of the Tulcea County Council, and also for the submission to Parliament for ratification of the treaty between Romania and the Federal Republic of Brazil on mutual legal assistance in criminal matters signed by Brazil on June 13 2017.
Law on upper-limit for indicators provided in 2018 fiscal-budget framework, promulgated
President Klaus Iohannis on Thursday signed the decree on the promulgation of the law for the approval of the caps of some indicators provided in the 2018 fiscal-budget framework.
The law provides that the cap for the general consolidated budget balance, as well as the cap for the personnel expenditure of the general consolidated budged, translated as share in the GDP, are compulsory both for 2018 and 2019.
“For 2018, the cap proposed for the general consolidated budget balance is minus 2.97 percent of the GDP, and the cap for the personnel expenditure of the general consolidated budged stands at 8.9 percent of the GDP. For 2019, the budget balance will be minus 2.58 percent, and the personnel expenses, 8.6 percent of the GDP,” the law shows.
The nominal caps of the balances of the general consolidated budget, the state budget, the state social insurance budget, the special funds budgets and of other budgets part of the general consolidated budget for 2018 were established by derogation from the provisions of the law on fiscal-budget accountability No. 69/2010.
