The People’s Movement Party (PMP) Deputy Marius Pascan initiated a draft law proposing to renounce the summer time, arguing that is has negative consequences on people’s health and disturbs the rail and air traffic.
The draft law is supported by several PMP, PSD, PNL, USR and UDMR MPs. It was submitted to the Senate as the first notified Chamber.
“Being implemented in 1916 as a necessity required by the economic circumstances cause by the World War I, the summer time’s purpose was to save electricity and heat thermal energy”, reads the explanatory memorandum.
The initiator mentions that the recent studies revealed that this change of the legal time doesn’t cause energy savings, but a great discomfort to the vast majority of the population.
The time change also causes disturbances of the rail and air transport, according to the initiator.
“The possible negative consequences, including the ones on the people’s health, caused by the biannual time change have been also highlighted by the European Parliament, and a resolution of the European Council was requested by a majority vote, in order to review the current summer time regime” reads the quoted document.
Pascan says that for these reasons, the Government Ordinance no.20/1997 establishing the summer timetable and the official summer time on the Romania’s territory should be repealed, and consequently the Romania’s official time should be +2 UTC throughout the year.
The shift to the summer time currently takes place in the last weekend of March, when the clocks are set one hour ahead, so that 3,00 o’clock becomes 4,00 o’clock.
