Teodorovici: When Parliament comes out of recess it will find the budget bill on the table

Finance Minister Eugen Teodorovici stated on Saturday, in a phone interview with Antena3, that when Parliament comes out of recess it will find this year’s budget bill on the table. The Liberals had demanded the convening of an emergency session next week, for the adoption of the budget, however, according to Teodorovici’s statement, Parliament will debate the budget in early February.

“When Parliament comes out of recess, it will find the budget bill done, tabled, we ran the calculations, the estimates. You know we are a ruling coalition, it’s normal for this bill to be discussed. We, the Finances, have finished the budget side. This discussion is up next at Coalition level. When all things are agreed upon, they will be made public,” Teodorovici stated.

He claimed that there are no problems when it comes to financing the institutions, paying the pensions or public sector salaries.

“All expenditures for the whole year, from salaries and pensions to money for investments, are covered; it doesn’t mean that the month of January will not be included in the year 2019 (in the budget for 2019 – editor’s note),” the Finance Minister said.

“The salary hike will be offered, there is no kind of problem with the financing. (…) Until the new 2019 budget is adopted, we function with the 12th part of the 2018 budget. The 2018 fraction can still be spent in the first part of 2019,” Eugen Teodorovici added.

On the other hand, the Finance Minister stated that he does not criticise the National Bank of Romania (BNR) and that if the central bank does not accept the invitation the dialogue will take place only in an institutional manner.

“I don’t trade replies with anyone. I invited the BNR to a discussion at the ministry, in order to talk about how we collaborate in the fiscal and monetary policy areas. If this invitation is answered, it will be very good; if not, we will collaborate institutionally,” the minister said.

“We will talk wherever they (National Committee for Macroprudential Oversight – editor’s note) want. They can’t reproach us with something, just as we can’t reproach them with something,” Eugen Teodorovici added.

“We are asking the leadership of the two Chambers, the two Speakers – Liviu Dragnea and Calin Popescu Tariceanu –, to convene an extraordinary session to debate and adopt the state budget law, the social security budget and, likewise, we demand an urgent debate on the bill adopting Ordinance no.114, an ordinance adopted on the sly, without public debate, at the end of the year, which gives a new blow to the business sector, which introduces new taxes on companies, which will affect the citizen’s daily life. Because against the backdrop in which we lodged a complaint with the Ombudsman, because of the behaviour that runs completely against the law, Victor Ciorbea has so far refused, for the past year and a half, to notify the Constitutional Court about all the emergency ordinances which contain, we believe, unconstitutional provisions, and it is necessary to trigger the constitutional review,” the National Liberal Party (PNL) leader Ludovic Orban stated on Tuesday, after the party’s Executive Bureau meeting.
