Parliament convenes to debate the drafts of the 2019 state budget law and the 2019 state social security law

The  Parliament convened on Wednesday to debate  the drafts of the 2019 state budget law and the 2019 state social security law.

The Joint Standing Bureau established to carry out general debates in the sitting on Wednesday until 20:00hrs, whereas the articles and annexes will debated on Thursday. The final vote is scheduled on Friday.

In the general debates, the Government had  50 minutes allocated and the parliamentary groups had 78 minutes, namely 10 seconds for each MP. Thus, the Social Democratic Party (PSD) had 35 minutes, the National Liberal Party (PNL) – 16 minutes, the Save Romania Union (USR) – 7 minutes, Hungarian Democratic Union of Romania (UDMR) and the Alliance of Liberals and Democrats (ALDE) – 5 minutes, the People’s Movement Party (PMP) – 2 minutes, national minorities – 3 minutes, and non-affiliates 5 minutes.

The 2019 State Budget Bill received favourable opinion from the joint budget-finance committees of Parliament, 21 to 11, Tuesday to Wednesday.

The select committees’ members debated the bill on articles and annexes. Thus, on the 72 articles, six amendments were passed.

The state budget draft published on the Public Finance Ministry (MFP)’s website envisages a rd RON 36.157 billion in budget deficit, up by RON 1.3 billion against the previous budget alternative, of RON 34.857 billion. The version released on 31 January provided for incomes to the general consolidated budget worth RON 341.51 billion, or 33.4pct of the Gross Domestic Product, and spending worth RON 367.628 billion, or 35.9pct of the GDP.

On the same night, the select committees of the Senate and Chamber of Deputies gave favourable opinion to the 2019 Social Security Budget Bill, 19 to 18 votes.

Four amendments were formulated, all of which dismissed.

The Social Security Budget Bill envisages incomes worth RON 71.662 billion and spending of RON 68.761 billion, at both the commitment credits and the budget credits, with over RON 2.9 billion surplus, according to the new draft budget published on the MFP’s website.

The average gross salary used to documenting the social security state budget for 2019 is RON 5,163.

The budget deficit is set at 2.55pct of the GDP, while the ESA deficit is 2.57pct of the GDP.
