Presidency’s spokesperson Madalina Dobrovolschi announced on Wednesday that the head of state appreciates that this Government is a Government of imposture, since it couldn’t be able to produce a budget for 2019 that corresponds to the needs. On Wednesday, the draft budget was submitted to Klaus Iohannis and he is expected to make a decision in the coming days.
“3 months, I emphasize, 3 months have passed since PSD was supposed to publicly present the draft budget for this year! The 2019 budget was submitted to the Romanian President only today, in order to be promulgated. The Romanian President, Mr. Klaus Iohannis, draws attention one more time on the fact that the 2019 state budget is not designed for Romania’s development and progress, but for PSD’s welfare. The 2019 budget, drawn from PSD’s imagination and based on overly optimistic figures, is a new proof of the irresponsibility and the poor manner by which Social Democrats decided to rule Romania. Despite the many alarm bells on sustainability, PSD continued its approach on the budget, as it was decided, in fact, by the small group at the leadership of this party, which has parallel interests to those of the Romanian people”, Madalina Dobrovolschi stated.
The 2019 state budget disregards the most elementary legality and procedural requirements, the quoted source claims.
“In fact, the delay of the budget, which remained unexplained even today, reveals the lack of solutions of the PSD Government, solutions for the real problems of the citizens. A Government that has repeatedly shown its limits, a Government of imposture, incompetence, which has successfully failed this important test, too – to build a reliable, sustainable and on time budget for the Romanians’ needs. Even more serious, the basis of its issuance weren’t Romania’s priorities, but PSD’s needs to allocate the public money according to its discretion, for its own political benefit and to ensure resources for the clientele”, the President’s spokesperson stated.
President Klaus Iohannis is expected to make a decision on the budget in the coming days, Dobrovolschi said.
SocDem party: In the two years of PSD governance, the economy has worked well; things could have gone better if Iohannis wouldn’t have been impeding us all the time; he had no constructive initiative
Social Democrat Party posted on Wednesday a message on its Facebook page, claiming that the only budget that President Klaus Iohannis would have considered appropriate would have been the one drafted by PNL, but this is not possible. “People don’t trust that PNL would be able to rule Romania”, SocDems claim; they say that in the last two years, the economy has worked well, and it could have gone better “if Iohannis wouldn’t have been impeding us al the time”.
“The only budget agreed by Iohannis would be the one proposed by PNL. But he doesn’t understand that people don’t trust that PNL would be able to rule Romania, as it could be seen in the last elections. In the two years of PSD governance, the economy has worked well, the purchasing power of the pensioners and employees has increased by 18%-20%, above the inflation rate, and this year, the Government allocated over RON 15 billion more for investments. Things could have gone even better if Iohannis wouldn’t have been impeding us all the time”, PSD wrote on Wednesday on its official Facebook page.
Social Democrats claim that the head of state is only concerned by his electoral campaign.
“He blocks anything, without having at least one constructive initiative that brought something good to citizens! For this reason, PNL has lost the elections, and Romanians continue to appreciate that PSD is the one that can manage the national economy the best”, PSD claims.
The ALDE senators’ leader, about the President’s reaction on the budget: It’s a political statement
The ALDE senator’s leader Daniel Zamfir stated on Wednesday at the Parliament, after Klaus Iohannis criticized the Budget Law, that “the Romanian President hasn’t actually read the budget”, saying that the head of state’s reaction sent through his spokesperson is a political statement.
“The Romanian President’s statement, through his spokesperson, proves that the Romanian President hasn’t actually read the budget. It’s an eminently political statement, I believe it is an unprecedented statement in the history of the Romanian Presidents related to the state budget, a statement that praises a political party regarding an amendment. I must mention that the said amendment of which the Romanian President spoke is an amendment providing an illicit funding source. Moreover, PNL, who was allegedly successful with that amendment, hasn’t voted the state budget providing that the said amendment can be implemented. Therefore, it is absolutely ridiculous to speak about a success of an amendment which finally couldn’t be implemented, since the budget wasn’t voted”, the ALDE Senator Daniel Zamfir stated on Wednesday at Parliament.
Zamfir claims that the 2019 budget includes increases.
“It is the budget with the highest income increases in Romania’s history, in which the highest amount of money has been allocated to investments. We cannot speak about austerity. It’s ridiculous:, the ALDE Senator said.
Manda, after Iohannis criticized the budget: The draft budget meets people’s expectations
Senate’s Deputy Speaker Claudiu Manda (PSD) stated on Wednesday, after the Presidential Administration criticized the draft budget, that he is glad that they’ve read it so quickly, but the budget observes the macroeconomic indicators and meets people’s expectations.
“I’m glad they’ve read it so quickly, since (for – e.n.) four lines they needed 80 days. They’ve read it very quickly, congratulations, they move very fast when they need or when they are interested, I cannot comment on what the Presidency’s spokesperson said, the budget observes the macroeconomic indicators, we have an economic growth, we fit to the deficit target, it meets people’s expectations, there is money coming for investments, there is money coming for the salary and pension increase, things have been debated for hours, for days in the Parliament and in the committees, besides this any comment is useless”, Claudiu Manda stated at the Parliament.
LabMin Budai: In order to pay children allowances, we need President to promulgate Budget Law
The Government adopted on Tuesday an Emergency Ordinance (OUG) on the children allowances’ increase, but in order to pay the sums the President of Romania needs to promulgate the State Budget Law, says Labour Minister Marius Budai.
“Following the decision by Romania’s Parliament to supplement the budget of the Ministry of Labour and Social Justice with the RON 2.13 billion so as to increase the state children allowances through the Budget Law for 2019, the Labour Ministry has shaped the OUG draft that was approved yesterday [Tuesday, ed. n.] by the Government. Through this draft we have modified Law 61/1993 and Law 448/2006. The OUG was adopted, but to be able to make the payment, we need Mr. President to promulgate the State Budget Law. However, in order to avoid the situation of not being able to enforce this Ordinance and so as not to break the Public Finance Law, we have amended article 2 of the OUG and stipulated it will come into force starting with the rights related to the 1st of the month following the one on which the State Budget Law was promulgated. Hence, it is the decision of Mr. President whether or not he promulgates the budget,” Budai stressed.
