Romania reports 5.18 million pensioners in Q1 2019

The average number of retirees in Romania was 5.18 million in the first quarter of 2019, down by 17,000 from the previous quarter, drawing an average monthly pension of 1,227 lei, up 0.3 percent, according to data released on Thursday by the National Institute of Statistics (INS).

The average number of public social security pensioners was 4.68 million, down by 8,000 from the previous quarter. The average pubic social insurance pension was 1,181 lei, with the ratio between the average nominal net social security pension for the old age and full contribution (exclusive of tax and the healthcare insurance contributions) and the net average earning was 47.8pct (compared with 50.7pct in the previous quarter). The real average pension index compared as against the previous quarter, calculated as the ratio between the nominal pension index for the real pension calculation and the consumer price index was 98.6pct.

Compared with Q1 2018, the average number of retirees fell by 43,000, and that of the public social security category decreased by 6,000.

The average monthly pension and the average public social security pension increased by 9.4pct and 10.2pct, respectively, compared with the same quarter of the previous year.

In the first three months of 2019, social security pensioners made up a majority (99.9pct) of the total number of pensioners. Public social security pensioners accounted for 90.4pct of total social security pensions.

By categories, the number of old-age pensioners was predominant (77.2pct) among social security pensioners. The pensioners included in the early and partly early categories accounted for 2.2pct.

The ratio of number of average public social security pensioners and wage earners was 9 to 10. This ratio shows significant variations locally, from only 5 pensioners to 10 employees in Bucharest, to 16 pensioners to 10 employees in Teleorman County, 15 to 10 in Giurgiu and 14 to 10 in Botosani, Calarasi and Vaslui.

The average public social security pension varied significantly, with the difference between the minimum value and the maximum of 558 lei (946 lei in Botosani County, 954 lei in Giurgiu County, 973 in Vrancea County versus 1,504 lei in Bucharest City, 1,499 lei in Hunedoara County and 1,408 lei in Brasov County).

The total number of people qualifying for the provisions of Government Emergency Ordinance 6/2009 regarding the establishment of the guaranteed minimum social security pension (currently called social security allowance), in the first quarter of 2019, was 1,061,200 persons, out of which 872,800 persons were from the public social security system 18.6pct of all pensioners in this category; 185,700 were pensioners from the former farmers’ pensions making up for 59.4pct of the total, and 2,700 form the military system, representing 1.5pct of the total of this category.
